I was devastated. Not long after Peter had been placed in the Florida Institute for Neurologic Rehabilitation (FINR), he had begun complaining that staff would frequently hold him down and punch him in the face and groin. He said he was locked in a tiny cabin for weeks.
 
The conditions Peter described were horrifying, and I tried to get him moved quickly. But he was in so much distress he couldn’t wait. He risked his life because he saw no other way out.


Today, Peter is doing well at a different rehabilitation center where he is tended to by a caring staff. But I was haunted when I learned that dozens of defenseless patients at FINR continued to face abuse.

You can imagine how I felt when I read a Bloomberg News article last week that highlighted the stories of those abused: Danny Silva, an autistic patient assaulted by staff on camera; Michael Lieux, a Marine killed after staff pinned him down until he suffocated; and Reginald Hicks, a tube-fed patient who died after staff fed him food that lodged in his lungs.
 

Those stories are just the tip of the iceberg -- there have been more than 477 allegations of abuse at FINR since 2005. A congressional investigation found that staff prolonged the stays of patients to boost profits. Yet, FINR continues to operate and even accept new patients.
 

State agencies have swept the issue under the rug, but if thousands of  people sign my petition calling for a federal investigation, the Department of Health won’t be able to ignore us.
 

My brother is proud I’m speaking up for vulnerable brain injured patients like him – no one should have to go through the abuse that he did ever again.

Mentally Ill Inmate Dies in His Own Urine

XAVIUS SCULLARK-JOHNSON, PRISONER, DIES AFTER BEING DENIED HEALTH CARE - He was left in his urine-soaked cell to perish after a nurse turned away an ambulance the prison doctor ordered. Xavius was denied transport to medical care although he had suffered several seizures. Xavius had schizophrenia as well as a seizure disorder. 

DOG JUSTICE FOR THE MENTALLY ILL

   Xavius Scullark-Johnson, 27, was three months away from getting out of prison when he died in June 2010. He was serving a five-month sentence for a probation violation stemming from a second-degree assault conviction. Now his mother, Olivia Scullark, is suing two nurses employed by the Minnesota Department of Corrections at the Rush City prison, as well as other medical staff and corrections officers, according to the Pioneer Press. Scullark told The Huffington Post she filed the lawsuit because that's what her son, who suffered from schizophrenia and a seizure disorder, told her to do if he didn't make it out of the prison alive.

"You can't even leave an animal like that," Ms. Scullark said about her son's senseless death. "I'm pretty angry, but I'm glad that some justice is gonna come."
According to DOC documents and ambulance reports obtained by the Tribune, Scullark-Johnson was found "soaked in urine on the floor of his cell" on the night of June 28, 2010. "He was coiled in a fetal position and in an altered state of consciousness that suggested he had suffered a seizure," according to notes taken by nurse Linda Andrews.

The Tribune notes that ambulance runs are "strictly monitored" in "an effort to cut costs" by Corizon Inc., the for-profit company contracted by the DOC to care for its prisoners. IT IS TIME FOR AMERICANS TO ASK THE TERMS OF THE HEALTH CARE PLAN WE HAVE BEEN DRAFTED TO BUY. Does it include enforced microchips and vaccines? Will the health care benefits under the plan decline according to the U.S. economy? Is medical neglect that many prisoners suffer indicative of government health care provisions? Note that the medical neglect in this article involved a young man serving light a sentence. He did not need expensive intervention like brain surgery or cancer treatments, but he was neglected to death. So are many other prisoners who must depend on government health care. Institutionalized people rely on the U.S. Department of Justice to uphold their rights, and that agency fails them.

In 2008, I read that eight California prisoners died that year of tooth decay when infections from their rotting teeth entered their bloodstreams. Judges and juries sentence defendants they find guilty to prison, not to torture and slow death by medical neglect or brutality. Those are backdoor death penalties that inmates do not deserve. (There are two links and two photos in this article.) Some prisoners who died in jail due to medical neglect were awaiting trial and had not been found guilty of any offenses whatsoever. Inhumane treatment is happening throughout the nation to people who depend on the government for their health care in state and federal correctional facilities. 


Can Americans be sure that we who are not prisoners will be treated any better than Xavius or Kathia Casseus? I spoke with Press TV about America's high prison rate, especially African American mentally ill inmates. Mentally challeged people of all races are imprisoned, but African Americans are imprisoned at a higher rate than whites. Many sick people are brutalized and killed by police officers and jail guards like my brother Larry Neal, who was secretly arrested for 18 days and killed in Memphis Shelby County Jail in 2003. A reporter attempted to call me last week and reached a fake recording saying that my phone was out of service (678)531.0262. She then called Dr. Short to notify him that she could not reach me by phone, and I was on the phone with Dr. Short at that very moment! Being African Americans, my family is denied any records and accountability whatsoever about Larry's weeks of secret incarceration and his death. Furthermore, our phones and computers are illegally monitored and controlled to limit disclosure about Larry and my advocacy for other people to be treated justly. Although white mental patients are abused or killed like Kelly Thomas was in Fullerton, California, white families are not then isolated and terrorized to cover-up their relatives' deaths. No family is "made whole" after a police murder by receiving monetary compensation. However, lawsuits follow wrongful deaths and should act as deterrents for police violence. Kelley Thomas' mother was offered a one-million-dollar settlement for her son's horrible beating death. On the contrary, my mother, a black woman, had her phone taken over to prevent our disclosures about my brother's death. That is racism. Prison, Sex Aubse, and Death for Retarded Teen?

Kathia Casseus, age 16, with an I.Q. of 68, was sentenced to a juvenile correctional facility for taking her mom's car on a joyride. Unfortunately, she had an accident. The facility where she was interned put her on birth control patches (FOR SOME UNEXPLAINED REASON), then ignored the retarded teens' complaints about shortness of breath and chest pains, which were likely a side-effect of the patches. Actually, the guards did not ignore Kathia's complaints - Guards put her in solitary so they would not have to listen to her say she could not breathe and was suffering great pain. After she died, they finally called 911.

(one link, two photo) Excerpt from "Neglected Prisoners' Gov Health Care Plan" in my FreeSpeakBlog. Kathia Casseus, 16, of Kansas City, took her mother's car for a joyride and had an accident. For this adolescent act, she was sentenced to an eight-month rehabilitation program in the Jackson County Family Court System. Three months later, for reasons still unknown to her mother, Kathia, 16, was sent to Children's Mercy Hospital, where Defendants Children's Mercy Hospital, Delozier, and [defendant Dr. Stephen J.] Schuman prescribed and placed on her body the Ortho Evra birth control patch. Kathia's mother claims the birth control "was not indicated or necessary for Kathia. Information and history of injury and death from this most dangerous form of birth control is well published," according to the complaint. "In February this year, three months after being put on birth control, Kathia began complaining of heart pain and shortness of breath," her mom says. One day after complaining to her jailers about chest pains and her inability to breathe three times, Kathina was carried into an isolation cell where she screamed about not being able to breathe. They ignored her, then she died. Kathia "was born without a thyroid and had a functional IQ of about 68," her mother says in the complaint. Who in that facility was raping this retarded child and had her put on birth control patches? Was Kathia murdered to prevent her from answering that question, or did she die of medical neglect from the side-effects from her Ortho Evra birth control patches? Mentally Ill on Death Row in USA

Great news! Ohio did not kill Abdul Awkal, the mentally ill man who was scheduled to be executed June 6, 2012. The governor granted him a two-week stay. http://www.nytimes.com/2012/06/07/opinion/a-stay-of-execution.html "Mr. Awkal, who was convicted of killing his estranged wife and brother-in-law in 1992, has a long history of severe mental illness and has been found mentally incompetent by three courts in the past 20 years." Abdul is so sick that he thinks he is a main adviser for President Obama and former president George Bush. Abdul believes he collaborates with the CIA and runs the nation's operations in Iraq and Afghanistan. That is very sick, and I hope they put the poor man in a mental hospital like they used to do with sick people.

America has 1.25 million mentally ill inmates. Texas has at least two mentally ill people on death row: Andre Thomas and Jeff Wood. Read about Jeff Wood at one of a few articles I wrote about him:

Some of Jeff's family members wrote comments to the article. Jeff was sentenced to death under the "law of parties." That means the State of Texas knows Jeff never killed anyone. In fact, officials know that Jeff was not even at the scene of the murder. Jeff was a retarded teen, and a cunning friend got Jeff to drive with him to a store. The man went into the store while Jeff waited in the truck like he had been told. He robbed and shot the store manager. Poor Jeff is on death row, although Texas already executed the shooter in that robbery.

ANDRE THOMAS, an acute mental patient on Texas Death Row, pulled out his only eye and ate it on January 9.  An officer at the Polunsky Unit found Thomas in his cell with blood streaming down his face and took him to the infirmary.  The schizophrenic inmate had already eaten his left eye in 2004 while in jail awaiting trial after killing his wife and two young children before stabbing himself in the chest. 

Following the murders, this sick man walked to the Sherman Police Department and told a dispatcher what he had done.  Thomas explained that he cut his family's hearts out and put them in his pocket.  He then took his family's hearts home and put them into plastic bags.

A judge subsequently ruled that Thomas was competent to stand trial.
Bobbie Peterson-Cate, Thomas' trial attorney, said, "He is insane and mentally ill."
We, the undersigned petitioners, hereby make the following demands:

1)  Andre Thomas must be immediately removed to a secure mental hospital and prohibited from eating any more of his body parts; and 

2)  Andre Thomas and all other condemned persons with a history of mental illness must be immediately and permanently rendered ineligible for capital punishment and reassigned to mental institutions for permanent containment and psychiatric treatment.

We strongly object to imprisoning people because they are mentally disturbed and executing people whose criminal offenses were caused by mental illness.

Don't Execute the Mentally Ill, America

It is illegal to execute the mentally ill, but laws are selectively ignored. Awkal Abdul is a Muslim man with brown skin and disqualified from whatever criterion one must meet to be spared from capital punishment like wealthy people are and certain police officers who the public has seen kill without provocation on videos. Awkal is scheduled to be executed on June 6, and there are six links in this article.

He is reported to have had delusions that included a belief that he managed the U.S. military efforts in Iraq and Afghanistan, and that he has been in direct communication with the CIA and Presidents George W. Experts recently determined that another innocent man was executed.The Atlantic carried the report on May 14, 2012: "Carlos DeLuna was put to death in December 1989 for a murder in Corpus Christi. But he didn't commit the crime." He was killed for a crime done by another Carlos: Carlos Hernandez. These are the circumstances that We the People permit by allowing capital punishment to continue: (1) Mentally ill people like Awkal are killed, (2) condemned people like Broom are sometimes tortured in horrible acts of barbarism sanctioned by the State and funded by taxpayers, and (3) occasionally, innocent people like Carlos Deluna die. A fourth consideration is that race and class matter in deciding which accused murderers face capital punishment as their penalty. This is partly because poor and working class people are less able to afford good legal counsel. Public defenders continue to be underfunded and overwhelmed by heavy caseloads. All of those circumstances can be eliminated only by repealing the death penalty. Furthermore, Ohio residents likely need the extra money that death penalty cases require.

People who do not want to repeal capital punishment to save lives may be interested repealing it to save money. According to Death Penalty Information Center (DPIC), it costs states an average of $70,000 more per year for each condemned inmate than it would cost for the inmate to LIVE in a maximum security prison. This is outrageous, since $70k is more money than most American families of four have as their annual income. It is more humane, fair, and economical to repeal capital punishment like Connecticutt recently did when it became the seventeenth state to say "DEATH TO THE DEATH PENALTY." It is not likely that Ohio will repeal capital punishment in time to save Awkal. But there is still time for some righteous judge or for the Board of Pardons and Paroles in Ohio to call off the murder of a sick man. Rev. Martin Luther King, Jr. made a simple request over four decades ago. He said, "All we say to America is, 'Be true to what you said on paper.'" Our law says it is illegal to execute the mentally ill because of their compromised sense of reason. Let us insist that the justice system must obey its own laws. No monetary award of any amount actually "makes one whole" after the wrongful death of a loved one, especially violent death by police who are paid to keep the peace in society and protect people and our property. However, since no one can restore life, we congratulate Fullerton, CA for doing what is right and paying damages to Kelly's family. The murder of my own brother, Larry Neal, continues to be dealt with differently - a cover-up conspiracy that has endured for nearly nine years, with attempts made to censor and persecute his family for refusing to join in the cover-up. When people are killed after arrest rather than in public and on video, like Kelly was, those murders are frequently subjected to cover-ups rather than justice. If the six officers had put Kelly in their police car and transported him to jail before beating him to death, would his family have been dealing with an elaborate cover-up today rather than open disclosure and restitution? Cops to Be Tried in Alleged Fatal Beating of Homeless Man Caught on Video http://youtu.be/yn8CE5ISUSw - "Manuel Ramos, a police officer from Fullerton, California, has been charged with second degree murder for allegedly beating a mentally-ill homeless person to death last year. His co-worker, Officer Jay Cicinelli, faces charges of involuntary manslaughter and excessive use of force. This video from a surveillance camera shows Kelly Thomas, the victim, pleading for his life while the officers beat him on the street."

Murders and abuses by police officers should be dealt with in the same way as those crimes are by any other persons. Authorities must stop helping to cover-up abuses of power. That would improve relationships between police departments and communities they serve and improve the work environment for honest peace officers who often feel conflicted regarding their sworn oath to serve and protect as opposed to going against the "brotherhood" and reporting crimes by their co-workers. While animal rights have been strengthened over the past few years, the rights for mentally ill people are too often ignored.
