This international action is intended to (1) pay restitution to affected parties, (2) protect Americans who have mental disabilities and drug/alcohol dependencies, and (3) protect innocent people who suffered at the hands of untreated mentally ill persons or drug and/or alcohol addicts.

AIMI believes that people with mental illness and drug or alcohol addictions are deliberately left untreated to commit crimes that will excuse long prison sentences. This is done to enlarge our prison population. At least one-half of America's inmates are mentally ill (1.25 million), and over one-half of the victims of police violence are also mentally ill. Sixty percent of inmates in solitary confinement (SHU) are mentally ill. The entire private prison system was created and is sustained by criminalizing mental illness and drug/alcohol addictions. Mentally challenged and addicted people deserve treatment, not punishment.

"AIMI vs. USA" will be filed with the International Court in 2015. All Claimants' cases will be reviewed by the International Lawyer and those selected will be presented in the legal action for recovery of damages.

Police Killings Increase As Executions Decrease

1.  Anti-death penalty advocates were elated to learn that capital punishment has been eliminated or placed on hold in 36 states in the USA partly because of torturous executions in 2014 using mystery drugs. However, police killings have increased to the point that no reduction in democide actually happened. Within one month, from mid-July until mid-August, the police body count is four killings for California and one each for Utah, Missouri, Ohio, and New York. Another beer summit might be in order to withdraw military equipment from non-military government agencies, including police departments (Ref. #1, at paragraph 9).

2.  The world is increasingly alarmed at how little freedom and justice people in America actually have. Even journalists were arrested in Ferguson, Ohio during protests over Michael Brown's shooting death by Officer Darren Wilson. Some journalists were told to turn off their cameras then attacked with rubber bullets and tear gas when they refused to comply with police orders that violated their freedom of press rights. There have been injuries among Ferguson's protesters - one that was critical - but no more deaths at the time of this writing (Ref. #2, at paragraph 9). This is #ourGaza 

3.  California police fatally shot two mentally challenged people in August, including  a 19-year-old woman in crisis and Ezell Ford, 25, an unarmed black man who witnesses say committed no crime and was completely compliant with police. California police also beat a Latino young man named Omar Abrego to death. Utah police fatally shot a 20-year-old unarmed Caucasian, Dillon Taylor. See their stories at the four(4) links below.

     iv.  THE EIGHTH UNARMED POLICE VICTIM WITHIN ONE MONTH - Salt Lake City police fatally shot Dillon Taylor, 20, on Aug. 13. The victim was unarmed when police confronted him, his brother says. Court documents show a $25,000 arrest warrant had been issued Aug. 7 for Taylor, alleging that he had violated his probation on earlier felony robbery and obstructing justice charges.

4.  *Note: The body count below does not include inmates killed behind bars. Inmates' deaths are often subject to government cover-ups, like the secret arrest and murder of mentally, physically disabled Larry Neal in Memphis Shelby County Jail in 2003, while the jail was operating under federal oversight. As you can see from this growing list of police victims, mentally ill people of any race are the most often victims of police violence. People with severe mental disabilities comprise a small percentage of the nation's population, but they are overly represented among people who are arrested, brutalized, and killed in the USA.


5.  Many people wonder what the point of agreement was at the WH Beer Summit of 2009. The outcome did not bode well for African Americans and other minorities or disabled people of any race or age. Little information has been released at this writing about the teenager police killed in San Jose, but five of the men in the body count were unarmed blacks, one was Latino, and one was Caucasian. 6.  The USA is a member state of the United Nations and has signed certain treaties to uphold human rights within this nation. Assistance to the Incarcerated Mentally Ill (AIMI) plans to bundle 100 cases evidencing overuse of force against mentally ill people during arrests, within correctional facilities, or by hospital personnel for presentation to the World Court.  Evidence presented is expected to include long-term solitary confinement torture, brutality by law enforcement, corrections officers, other inmates or inpatients, wrongful deaths, and medical neglect. 7.  To have your case considered for inclusion in the 100 that will be presented to the U.N., please use the contact information below. AIMI plans to request restitution for victims or their successors as well as sanctions against the USA regarding its disregard for human rights of persons with mental illness. The 100 Complainants may also include victims of aggression by untreated mentally ill people or the victims' successors. 

8.  The USA's disregard for mentally ill persons is evidenced by the fact that 1.25 million mentally dysfunctional people are imprisoned (over half of the nation's inmates). They comprise over 60 percent of prisoners in long-term solitary confinement torture, some for decades. More than 50 percent of the nation's victims of police violence are mentally ill, although no exact numbers are kept (which also evidences disregard). Additionally, tens of thousands of mentally handicapped people are homeless and/or denied psychiatric treatment unless and until they prove, usually through crimes, that they are immediately dangerous to self and others. This is likely done to preserve untreated mentally challenged Americans for use as private prison commodities, including some veterans.

In 1991, Congress established the LESO program which allows the Defense Department to transfer excess property to state agencies who request them. The property is given to agencies - police departments, fish and wildlife services, and state universities alike. the equipment is transferred as-is and must be used by the agency within a year. Robin Williams and PD: Deadly Consequences


Beloved actor, comedian, and philanthropist Robin Williams died, presumably by suicide, on August 11, 2014. Speculation went forward regarding Williams' possible return to drugs. However, Williams' wife said he was clean and sober at the time of his death, but he had Parkinson's disease. Apparently Williams, who already suffered from depression, felt overwhelmed about that. Underlying mental illness can prevent its victims from reacting appropriately to life's stresses.

Parkinson's disease is a progressive disorder of the nervous system that affects one's movement. It develops gradually, sometimes starting with a barely noticeable tremor in just one hand. But while a tremor may be the most well-known sign of Parkinson's disease, the disorder also commonly causes stiffness or slows movement. (Mayo Clinic). One's speech may also become soft or slurred, which could be particularly devastating to an actor's career.

The National Parkinson Foundation reports that in the United States, 50,000-60,000 new cases of PD are diagnosed each year, adding to the one million people who currently have PD. Mental health is extremely important in Parkinson’s disease (PD). Although common in other chronic diseases, research suggests that depression and anxiety are even more common in PD. It is estimated that at least 50 percent of those diagnosed with PD will experience some form of depression during their illness, and up to 40 percent will experience an anxiety disorder. In fact, new research from NPF’s 2012 Parkinson’s Outcomes Project found that taken together, mood, depression and anxiety have the greatest impact on health status, even more than the motor impairments commonly associated with the disease.

Many people loved Robin Williams and care about the actor's untimely death. Millions of people also care about mental illness, which affects one in five Americans and is nothing to be ashamed about. Like any other chronic disease, mental illness can and does strike the rich and poor of every race and age. We must continue to discuss mental illness, its symptoms and consequences in order to improve outcomes for those affected.

America Entrusted to Emory University Hospital

What do we know about Emory University? That is an important question as Ebola victims are being treated in Atlanta at Emory University Hospital. Emory is widely recognized for excellence in medicine. Its transplant team is among the best in the nation. Generally speaking, however, Emory does not enjoy a good reputation among working class or indigent people, and serious questions exist about Emory's dealings regarding people who are homeless or mentally ill. There are also concerns about racism and antisemitism at the hospital regarding former medical students as well as patients. Five(5) urls are currently in this article before the signature block. This article may carry more information as research continues.

Atlanta has a substantial number of homeless mentally ill people. Advocates for that population lay partial blame on Emory, which expanded its campus by taking over land and buildings that were Georgia Mental Health Institute until the 1990s. Throughout the nation, mental hospitals closed or reduced services after Medicaid insurance was withdrawn for inpatients who were not considered an immediate danger to self or others. Hundreds of thousands of mentally ill people were evicted from psychiatric hospitals with little or no provisions for their subsistence and continuous treatment. Many became homeless people who were eventually arrested and charged with vagrancy, panhandling, illicit drug offenses, and even violent crimes. Community safety was compromised by their lack of psychiatric treatment, and their arrests caused overcrowding in public jails and prisons and created the opportunity to institute private prison companies to handle the overflow.

Today over 1.25 million of America's prisoners are mentally ill people who comprise at least 60 percent of inmates in solitary confinement torture. More than 50 percent of police violence victims in America are mentally ill. Unfortunately, no accurate count is kept regarding the deaths and injuries by police that regard the mentally ill.

Many people among Atlanta's homeless rely on shelters, two of which are scheduled to close or already closed in 2014: Springdale Shelter for Women and Children and The Jefferson Place Emergency Shelter. Those shelters provided temporary housing for 300 to 400 people. The Metro Atlanta Task Force for the Homeless, which shelters between 650 to 1,000 people, is holding on by its fingernails as Emory University and area businesses circle the shelter like birds of prey. "Atlanta Progressive News" published an article on July 20, 2014, asserting that Emory University and others conspired against the Task Force to force its closure. The future of the Task Force is in court now. See below:

(APN) - Fulton County Superior Court Judge Craig Schwall heard a series of important motions in the cases involving the Metro Atlanta Task Force for the Homeless and the numerous co-conspirators who conspired to sabotage the homeless shelter by depriving it of public and private funds, in a hearing on July 11, 2014.

Who is Dr. James Wagner, president of Emory University? Some say he is a racist. The New York Times reported on February 23, 2013, "All week long, the president of Emory, James W. Wagner, has been trying to control the damage done by a column he wrote for the university magazine [called "As American As Compromise"]. In it, he praised the 1787 three-fifths compromise, which allowed each slave to be counted as three-fifths of a person in determining how much Congressional power the Southern states would have, as an example of how polarized people could find common ground. It was, he has since said, a clumsy and regrettable mistake . . . Dr. Wagner acknowledged both the nation’s continuing education in race relations and his own. What of Emory University Hospital, which received an Ebola patient on Saturday? See an excerpt from an article which was allegedly written by a former black medical student, entitled "Emory University Apologizes to Jews. Where’s Mine?" The writer claimed to have attended Emory Medical School in the 70's and listed six reasons why he/she felt an apology was due to African American students who reportedly "received a quick course in racism along with their basic anatomy." The two complaints by ADC14 below are not the worst ones presented to exemplify how African American students and patients at Emory University Hospital were treated

5) Being pulled aside by the lone black resident in the Internal Medicine program who informed me that “Emory likes their niggers quiet. Do not show-up the white folk if you want to finish.”

6) A white doctor deliberately damaging a black woman’s uterus during an abortion so she could never become pregnant again; while doing expensive fertility surgery on a well-to-do white woman, a white female surgeon opined, “Now these are people who should be having babies.”

Emory has a poor reputation regarding workers' rights,from its professors to its kitchen staff. EmoryCuts, a Facebook group, reports at https://www.facebook.com/EmoryCuts:

1) "Several people have asked about the "Shame on Emory" banners on Clifton. Jimmy Gibbs from the Southeastern Carpenters' Regional Council shared the info below. Short version: Emory has hired two contractors for dorm renovations with a history of illegal labor practices, including violating wage and tax laws in Georgia."

2) "Administration [at Emory University] has denied any issues with tenure erosion or adjudication. MLA delivers the numbers, and the opposite is true: From 1995 to 2009, the percentage of tenure-stream faculty at Emory goes from 87.4% to 34.6%, while nontenured/non-tenure track faculty more than quintupled from 12.4% to 65.4%."

This writer also read an article regarding Emory's (past?) tendency to make black patients who need organ transplants secondary to Caucasians who require transplants. Children's Healthcare of Atlanta, Emory's affiliated children's hospital, refused to put a black teen on its waiting list for a heart transplant because the 15-year-old had "a history of non-compliance." After Anthony Stokes' death sentence got national attention, the youth was given a new heart.

Despite Emory's history of insensitivity to the mentally ill and homeless, racism against blacks, antisemitism, and oppression against its professors and staff, Atlanta residents of all races and socioeconomic classes appreciate the level of professional care at Grady Memorial Hospital, which  is reportedly "staffed by close to 700 Emory medical faculty (full-time equivalent of 270). In addition, 366 Emory residents and fellows provide care at Grady under supervision of the faculty."

What do Emory's far-right leanings have to do with Ebola? Let us hope the answer to that question is "nothing." However, if Ebola should escape the containment unit at Emory, it might be important to note certain truths. Tuskegee University Hospital in Alabama conducted government experiments on black farmers while pretending to treat them for syphilis. Wikipedia reports, "The Tuskegee syphilis experiment was an infamous clinical study conducted between 1932 and 1972 by the U.S. Public Health Service to study the natural progression of untreated syphilis in rural African American men who thought they were receiving free health care from the U.S. government." Medicine played a large part in atrocities throughout history, including Nazi concentration camps, enforced sterilization of indigent persons (mostly blacks) through America's eugenics program, and torture in the War on Terror camps. Any humane, socially conscious hospital would reject and denounce such activities, but to what degree do the terms "humane" and "socially conscious" describe Emory University Hospital?

It would be illegal to keep a dog in a tight space 23 hours a day and gas or Taser him for barking. It would be illegal to put a dog in deadly restraint for control. This happens to mentally ill Americans routinely in the nation's jails and prisons. What happened to Larry Neal?

Right Time for H.R.3717: Larry Neal's Murder Anniversary

*MURDER ANNIVERSARY* ~ August 1 was the eleventh anniversary of Larry Neal's murder, which happened following 18 days of secret incarceration in Memphis at the Shelby County Jail. Our family initially believed that Larry, a man who suffered from a heart condition and paranoid schizophrenia, had fallen through the cracks somehow. Now we know more about homicides against imprisoned mentally ill people. They get scalded to death, baked, starved, raped, dangerously restrained, Tasered, shot, and some are used for human dog fights.

It appears that most crises that mentally challenged Americans endure result from inhumane treatment by jails, prisons, and emergency police rather than the disease itself. Support H.R.3717, which has provisions for Crisis Intervention Team (CIT) training, assisted outpatient treatment (AOT) programs, and resumption of Medicaid insurance for inpatient psychiatric treatment in certain facilities. Nobody deserves to be secretly arrested by police and murdered like Larry Neal was in 2003 because a mental disease makes sick people a nuisance to police.

Torture and murders of America's mentally ill people are secret crimes against humanity that millions of people throughout the world know about. The U.S. Congress should pass H.R.3717 ~ Helping Families in Mental Health Crisis Act. It is too late to save Larry Neal, Kelly Thomas, Brian Claunch, Jerome Murdough, Darren Rainey, Daniel Linsinbigler, and so many others, but "the time is always right to do what is right" (MLK).
