He was killed by the State of Texas on March 22, 2016, during Passion Week. Like most execution victims, Ward was killed in the Bible Belt. The fact that his murder happened during the week when we commemorate the torture and wrongful execution of Jesus Christ underscores the hypocrisy of capital punishment and the urgency to end State murders, especially of mentally ill people.

The Huffington Post recently ran a story entitled "Bernie Sanders Speaks Out Against The Death Penalty After Hillary Clinton Stands By It." Senator Sanders said, "I believe it is time for the United States of America to join almost every other Western, industrialized country on Earth in saying NO to the death penalty." We at Assistance to the Incarcerated Mentally Ill ("AIMI") concur, and that is another reason why we endorse Sanders for president in 2016. Supporting Sanders for president is one way to express your disapproval of capital punishment. We congratulate Bernie Sanders and everyone who can #FeelTheBern for our victories in the Alaska, Washington, and Hawaii primaries. We urge officials everywhere to say DEATH to the death penalty.

Condolences to the family and friends of Adam Ward and Ward's victim. It is likely that if Ward had received timely, adequate treatment for his mental illness, both he and his victim might still be alive. Our most vulnerable citizens are continually killed by untrained and/or sadistic police and corrections officers or by State executions. AIMI finds this completely unacceptable. Articles throughout "Dog Justice for Mentally Ill" blog prove that avoidable tragedies are caused by the denial of treatment and the fact that mentally ill people in crisis are allowed to refuse treatment unless and until they PROVE themselves to be an immediate danger to self and others. Then they are jailed if they live through their lunacy arrests. AIMI believes that such rules were not made to protect civil rights but to increase prison profits, resulting in 1.25 million mentally ill prisoners in America today.

It is good news that Sanders has also taken a stance against private prison profiteering by joining other officials to introduce a solution. H.R. 3543, "Justice Is Not for Sale Act," pending before Congress now. would eliminate government contracts with private prison companies. Period.

After being jailed for four months after reportedly stealing $5 worth of snacks, Jamycheal Mitchell, 24, was found dead in his prison cell, possibly because he starved to death according to family members. Mitchell was deemed unfit to stand trial due to his bipolar disorder and was supposed to have transferred to a mental health facility but never was. James Kilgore: Mental Illness and Jails

An article was published by James Kilgore, writing in Prisoner News, which laid out problems caused by criminalizing mental illness in the USA. The writer got my complete attention with his statement that "no Dorothea Dix figure has emerged in 2015." This implies that decision makers have begun to reconsider the wrongful denial of timely mental health treatment and incarceration of over a million sick Americans on their own, when nothing could be further from the truth. I wrote Kilgore and informed him of the tremendous effort by over 1,400 members of Assistance to the Incarcerated Mentally Ill (AIMI) and other organizations, courageous families, and prisoner activists to decriminalize mental illness. Like any other chronic ailment, mental conditions must be treated and stop being considered criminal. Homelessness, prison, and death must cease being America's response to serious mental illness. Thank you for your article regarding prisons replacing treatment for mental illness in the USA. You wrote, "Though no Dorothea Dix figure has emerged in 2015, at long last policy makers and researchers are waking up to the issue." The idea that prison investors and other decision makers would simply "wake up" to an issue is not true. Through much censorship and intimidation, my advocacy organization continues to fight to highlight the problems of mentally ill people and their families for the past ten years. We have been operating for ten years online and less in person. In 2003, my brother, Larry Neal, a lifelong mentally ill heart patient, was secretly arrested and murdered on the 18th day of secret incarceration in Memphis Shelby County Jail in Tennessee. The disregard for this black man from his government was so total that to this day - nearly 12 years later, his family is still denied the right to know under what circumstances he died and why he was arrested. In fact, because Larry died in custody in a jail that was already under federal overview after lawsuit by the USA, the USDOJ is actually involved in his murder cover-up rather than attempting to bring justice. Through thousands of very graphic articles, emails, and radio broadcasts featuring psychologists, psychiatrists, and families of abused and murdered mentally ill inmates, AIMI continues to make torturous incarceration and wrongful deaths of mentally ill people impossible for any official to ignore. This causes great discomfort for both officials and myself, as my computer equipment is continually compromised or destroyed, my phone calls are often prevented, and messages are stolen from my voice mail service and my email boxes. We take these attacks as compliments to the work that we do at Assistance to the Incarcerated Mentally Ill (AIMI). 

No effective human rights movement has ever experienced decision makers "waking up to the issue" and showing a willingness to change. That did not happen regarding slavery, women's suffrage, the labor movement, nor the civil rights era. Any change you applaud regarding attitudes about mentally ill people having a right of treatment rather than incarceration must be credited to Assistance to the Incarcerated Mentally Ill, Mental Health Policy Organization, Treatment Advocacy Center, and many other fine advocates and prisoner rights activists and tenacious family members who continually strive against forces who profit from the arrests of Americans with mental disabilities. Most do this advocacy work with little or no budgets. AIMI is the only one of those named that deals exclusively with incarcerated mentally ill people and reducing the risks of incarceration through timely treatment - either in mental hospitals or community care, depending on the patient's offenses and ability to survive outside of a controlled environment. That is why our group is also called "The Dorothea Dix Group."

AIMI recommends H.R. 2646, "Helping Families in Mental Health Crisis," a mental health care bill introduced in Congress in 2015 by Rep. Tim Murphy (R-PA) and Rep. Eddie Murphy (D-TX), and the bill enjoys bilateral support from numerous congresspersons. More exposure for this important bill is needed. Please mention it in your next article regarding mental health care. We applaud the fact that the U.S. Congress recently appropriated $15million for assisted outpatient treatment (AOT) programs, which were certified by the USDOJ a few years ago but not funded. We believe that America's response to its mental health care crisis should be AOT programs (subsistence assistance and mandated treatment) and crisis intervention team (CIT) training for police and corrections officers, so they will learn how to deal with mentally ill people, of whom 1.25 million are prisoners. Furthermore, HIPPA laws should be relaxed for close family members of mentally ill people confined behind bars or in hospitals so that families and advocates will know their conditions and treatment to better advocate for their appropriate care. 

Thank you for helping to call attention to the issues faced by the mentally ill behind bars. I hope you will relay information about the tremendous effort of advocates and families of the mentally ill in your future articles so the world will understand that "power concedes nothing without a demand; it never has, and it never will" (Frederick Douglass). In fact, AIMI plans to sue the USA in International Court in 2015 on behalf of up to 100 mentally ill people and families who suffered brutality and wrongful deaths of mental patients. We feel that nothing helps officials "wake up" like lawsuits. Dorothea Dix was a plaintiff in numerous lawsuits on behalf of the incarcerated mentally ill during her advocacy. Whereas the indigent mentally ill were regularly warehoused in brutal jail environments before Ms. Dix began her work, fewer than one percent of America's inmates were mentally ill persons by the time she retired. One reason for her success was that there were no private prison owners and investors serving on the state legislatures in the 1800's when Dix petitioned officials to change. We work to make mental health care reform a campaign issue in 2016. Officials should declare their stance on the human rights abuse of imprisoning Americans with mental disabilities. Examination should be made of stock portfolios and political contributions to officials who do not support H.R.2646 "Helping Families in Mental Health Crisis Act" in order to learn which officials are prison investors and receive contributions from private prison companies. We believe that private prison investors should divest or resign.

Mentally Ill Private Prison Prey

The relevant topic that I deal with continually is the private prison industry in America. People with mental health disabilities are preserved untreated until their mental conditions lead them to break some law -- from vagrancy to murder -- to excuse their incarceration. Once they are behind bars, they can be imprisoned FOREVER, because they are too sick to obey prison rules and continually get time added. This is a game that prison investors used to incarcerate 1.25 million mentally challenged Americans, and it is continuous.

I am director of Assistance to the Incarcerated Mentally Ill. We plan to take the USA before International Court this year with up to 100 cases of mentally challenged people being neglected, then brutalized by police or even killed for sport behind bars, with no accountability being demanded. My mentally, physically disabled brother was kidnapped and murdered in 2003, and I became aware over time about the problems facing families in mental health crisis.

Sometimes, mentally ill prisoners are made to fight each other while corrections officers bet on the winner -- a type of human dog fighting. Sick inmates are occasionally made to fight to the death. This is horrible, and we need the international community to help rescue mentally ill Americans.

Over half of this nation's prisoners are mentally ill people who were denied treatment, and over half of the police victims are, too. Freddie Gray (who police beat to death in Baltimore) was mentally challenged. So was Malissa Williams, whose car was shot 137 times in Cleveland. MOST POLICE MURDER VICTIMS ARE MENTALLY ILL PEOPLE. There is a genocide happening. We, the families of mentally ill Americans, need help, +United Nations.  Censorship is used to prevent our advocacy. The private prison industry is rich and extremely cruel.

I am convinced that government technology is used to prevent disclosure about individual torture and murders of mentally ill people, and that media companies have been induced to ignore certain reports. +Reason reports, "Outrage over private prisons is largely a distraction from the wider issues of the prison-industrial complex."

Are For-Profit Prisons, or Public Unions, the Biggest Lobby No One’s Talking About?

The Post reports: "The two largest for-profit prison companies in the United States – GEO and Corrections Corporation of America – and their associates have funneled more than $10 million to candidates since 1989 and have spent nearly $25 million on lobbying efforts. Meanwhile, these private companies have seen their revenue and market share soar. They now rake in a combined $3.3billion in annual revenue and the private federal prison population more than doubled between 2000 and 2010, according to a report by the Justice Policy Institute."

Very few media companies will explore why America's mentally challenged people comprise half of the country's estimated 2.3 million inmates rather than being treated for their chronic mental health problems like people with other medical conditions. It is wrong to use our most vulnerable citizens for prison commodities to further enrich the wealthy.

Assisted outpatient treatment (AOT) programs provide subsistence assistance and mandated psychiatric treatment. AOT programs reduce future incidences of homelessness, imprisonment, and hospitalizations by over 85 percent. That is exactly why AOT programs are not instituted and funded. Our decision makers, including elected and appointed officials, are themselves allowed to indulge in conflicts of interest as prison investors. They benefit directly by mass incarceration, and the mentally ill are their easy prey.

We thank the +Miami Herald for helping to shine a light on the torture and deaths that mentally ill inmates endure in Florida correctional facilities, and we urge other media companies to help expose and oppose the wrongful incarcerations, brutality, and deaths of mentally ill Americans.

Learning of Darren Rainey's death over two years ago, late June 2012, George Mallinckrodt authored Getting Away With Murder in frustration over the many dead-ends he encountered while trying to bring Rainey's killers to justice. The narrative follows George's progression from an idealistic psychotherapist to a prison hardened case manager in the Transitional Care Unit where Darren Rainey would be housed.

Refusing to let go of the notion he could make a difference, George encountered inmates with deep rooted pathologies he had only read about in psychology journals. Undaunted, he steadily set about helping those capable of benefitting from his nearly 20 years of counseling experience.

Behind the scenes, rumors began to circulate regarding inmate abuse. Guards cleverly masked their behavior by choosing the weak and mentally ill. They abused inmates at night when mental health staffers were not around.

Overly confident that their misdeeds would go unpunished, guards made the mistake of beating an inmate during the day as an eye-witness looked on. That was the day that changed everything.

A shocking and darkly humorous account of working with mentally ill inmates in Florida's Dade Correctional Institution

George Mallinckrodt writes a gritty, mesmerizing account of his three years as psychotherapist in the "Transitional Care Unit" of the Dade Correctional Institution in south Florida, where inmates with mental health problems, including the most severe mental illnesses, are housed.

It's hard to put this book down. Although the subject is depressing, he weaves ribald prison humor and lively dialogue into his story. Mallinckrodt tells of his struggle with "being in prison" at a difficult and frustrating job. It is also a story about the inhumane and dangerous conditions for inmates in a run-down, poorly managed prison. Retribution keeps the inmates and the staff from reporting abuse. His journey from stressed out employee to prison rights advocate takes on greater urgency when a mentally ill inmate is brutally tortured and murdered by corrections officers in the prison and incident is completely covered up by authorities. (The investigation of the murder of the mentally ill inmate has still not been completed two years later.)

This book leaves you with the uncomfortable knowledge that terrible abuse is probably happening to inmates on a daily basis in badly managed prisons throughout the U.S., especially to inmates suffering from mental illness. If it were not for a few brave souls who are willing to report it, like Mallinckrodt and the inmates themselves, no one would ever know.

Harold is serving a long prison sentence and is concerned about his safety in the Florida prison system. Retaliation against whistleblowers is common. His brave sister, Windy Hempstead, launched a Change.org petition to improve security for Harold Hemptstead by relocating him to federal custody.

Mark Bowles: Prosecuted for Epileptic Seizures

UPDATE June 26, 2014: Diana Sprouse sent me a message: "He slit his throat!" Her son, Mark Bowles, is on his way now to the hospital. He was convicted by a jury yesterday that was denied hearing any defense Mark could have given for allegedly assaulting a nurse in his hospital room. Actually, he frightened the nurse who fell and bumped her own head. Mark did not touch her. The veteran had an epileptic crisis after coming out of a coma caused by a traumatic brain injury he suffered while fighting off a jail inmate who wanted to rape him. The jury was allowed to know none of this. All defenses related to Mark's diminished capacity were reportedly squashed by Judge Frank Kundrat. The jury reportedly sent questions to the court, including: 1) Was Mark Bowles mentally ill? 2) Was Mark Bowles on medication that may have contributed to his offenses? The judge refused answers to the jury questions.

America presently has more than 1.25 million mentally ill inmates. The wrongful conviction of Mark Bowles, a U.S. veteran and epileptic patient, helps explain how it happened.

APPARENTLY, AMERICAN MEN HAVE NO PROTECTED RIGHT TO REFUSE GAY SEX.

Nazi Germany isolated and exterminated over 300,000 people, including children, labeled with mental illness before beginning its genocide of Jews, Africans, and dissidents. America has 1.25 million prisoners labeled as being mentally challenged. Minnesota resident Mark Bowles, 32, has been designated to join them.

Hospital patients should not be arrested for having an epileptic crisis that frightens their nurses. Jail inmates should not be accosted and given a traumatic brain injury by other inmates who plan to rape them even after the threatened inmates report that threat to guards and request help. Background

Mark was admitted to St. Cloud Hospital following a brain injury resulting from brutality during an attempted rape by an inmate in Anoka County Jail. Mark was arrested there on a warrant for punching a hole in a wall at Anoka State Hospital and other misdemeanor offenses arising out of his mental illness. A large prisoner named Darcy T. Lewis allegedly tried to rape Mark and became enraged when he was rejected. Mark had previously reported to jail officials that Darcy made sexual threats to him, but the jail did nothing even though Darcy had allegedly stuck his hand between Mark's buttocks and announced plans to rape him. Mark avoided Darcy, who enjoyed taunting Mark.

Finally one day, Darcy, who is a large man, tried to pull Mark into a shower, and Mark resisted. A fight ensued during which Darcy continually pounded Mark's head with his heavy fists. Darcy also shoved Mark against a staircase, which was traumatized Mark's already injured spine. Corrections sprayed the inmates with mace and Tasered them. Although the confrontation was videotaped, Darcy was not prosecuted. Mark was left comatose. Nobody in Mark's condition should have been released from a hospital, much less arrested. Mark also suffers from PTSD, a personality disorder, and epilepsy, diagnosed when he was a child. Mark's mother begged St. Cloud Hospital staff to allow her to stay with her son in his hospital room because Mark needed his mother to keep him calm and redirect him, but the hospital refused. The next morning, St. Cloud Hospital called and instructed Diane to rush back to the hospital. Upon arriving, Diane was informed that Mark would be arrested for attempting to assault medical personnel during a crisis and that police were on the way. She was commanded to help Mark get dressed for jail. The very sick young man was secured in a wheel chair and transported.

Although Mark uses a wheel chair now, he has started recovery. He had to relearn reading and writing, feeding himself, and dressing. Sometimes he is absolutely silent for days, and other days he is able to speak. Please do not allow prison investors to victimize him again for having a brain disorder that caused his health crisis. Mark wears shades inside because his eyes are very sensitive to light. He still has brain damage. In fact, Mark's entire brain is shrinking now (generalized brain atrophy).

In addition to having a brain injury, mental illness and epilepsy, Mark is unable to walk distances now because of a severe back injury that was aggravated during his assault in Anoka County Jail. Mentally ill people are often brutalized and murdered behind bars, where it is substantially easier to hide abuses of power. Occasionally, news about extreme brutality of mentally ill inmates manages to reach the public despite cover-ups: Jerome Murdough was baked to death in Riker's Island Jail; Darrin Rainey was scalded to death in a Dade Correctional Facility's shower; Larry Neal was murdered after 18 days of secret arrest in Memphis; James Embry was starved to death in a Kentucky prison; Carlos Umana starved to death in a Utah jail; and Kathia Casseus, 16, a retarded child, was put on birth control, presumably to prevent pregnancy from rapes by male guards and prison administrators. She died from side effects caused by her Ortho patch alone in solitary where she was tossed for complaining of pain and breathing problems. These are only a few examples of inmate murders that happen continuously to the mentally ill behind bars.

Sometimes, guards and other inmates rape and beat mentally ill prisoners. People with serious mental illness are often warehoused in torturous solitary confinement for their own protection. Is this what you want for Mark? Below is a photo of Darcy T. Lewis, the man who allegedly caused Mark's traumatic head injury.

The United States Department of Justice (USDOJ) is responsible for protecting institutionalized persons like Mark was when he was brutalized in a Minnesota jail. The USDOJ is also charged with protecting the rights of Americans with disabilities. Should this government continue to allow brain damaged and mentally challenged people to be victimized for the sake of corporate prison profits? Please call the USDOJ like I will at (202) 514.2000 and insist that Mark Bowles, a disabled American, be protected from prison heartless investors.
